Having both the California Fair Plan policy and a H03 DIC Policy (Difference in Conditions) will give the insured all the coverages that an HO3 Policy would have in coverages.
An HO3 DIC policy has a lower premium compared to a HO3 Policy because of the removal of the Fire, Lightning, Smoke, Internal Explosion, Windstorm, Hail Riot, Aircraft, Vehicles and Vandalism or Malicious Mischief coverages from the HO3 policy. This means that the total of both premiums on the DIC and Fair Plan policy would be about the same amount as if they were all in one HO3 policy.
